從申請學校到簽證全程記錄之壹：申請學校
留學是很多人的夢想，懷著對未來的憧憬，我們通過各種途徑收集資料。但是，面對各種各樣的留學推介會、教育展以及眾多中介天花亂墜的介紹，我們反而越來越迷茫。從哪裏可以獲得學校資料？如何申請學校？中介推薦的學校是正規學校還是野雞學校？如何準備資料？如何辦簽證的手續？購匯、交學費等等問題困擾著我們。下面，希望能夠以我的DIY歷程，解開留學簽證的神秘面紗。
1.1 澳大利亞教育概況
澳大利亞學歷資格框架（AQF）是澳大利亞獨有的全國性的學習途徑系統。AQF涉及12中不同的學歷資格並將大學、職業教育與培訓已經中小學教育互相銜接。AQF體系使得海外學生可以在符合學生簽證要求的前提下很容易升讀高壹級的課程和轉學。示意如下：
高中畢業證書－>I-IV級證書－>專科文憑（高級專科文憑）－>學士學位－>研究生證書（研究生文憑）－>碩士學位－>博士學位
招收海外學生的公立和私立學校都必須在澳大利亞政府進行註冊登記，並且符合為海外學生提供專設課程的各項要求。CRICOS Provider Number。
如果想在澳大利亞接受教育和培訓，學生必須達到有關學校規定的最低學歷要求並要具備相當的英語水平。對於妳報讀的課程，學校會先評估妳是否符合入學標準。他們會考慮妳在澳大利亞或自己祖國已獲得的學歷、以及所學課程的內容，然後進行評估。
大部分的獎學金都是提供給在大學裏攻讀研究式研究生課程的學生。在澳大利亞學習的大部分留學生都是全額自費，並沒有得到獎學金。

1、關於最新的簽證費用，請查閱：http://www.immi.gov.au/allforms/990i.htm，現在是AUD410。將有關頁面打印出來，附上翻譯件，到銀行購匯並開張匯票，然後壹起寄出去。

從申請學校到簽證全程記錄之三：簽證歷程
我的簽證過程順利中帶有波折。順利的是資料準備得比較齊，壹次就通過了。小波折是我預留了4個月的簽證時間，但還是趕不上7月份的課程，最後是延期到明年2月。今年2月考的雅思，由於擔心雅思成績不好，所以，等成績出來後才辦資料公證，浪費了壹些時間。
我3月份通過DHL快遞資料去ADELAIDE，過4天簽收（從DHL網站上查詢的），再過幾天收到FN，普通AIR MAIL郵件，裏面有：壹張簽證費的收據、壹封信說明收到了妳的簽證申請，上面註明了FN和簽收日期、壹份體檢表。（請看所附的圖片）。收到PVA前有壹個電話到單位，問壹些簡單的問題，（那時我不在公司，）這算是電調吧。
此時，如果妳比較有把握，就去體檢。否則，等有了PVA再體檢也不遲，因為PVA後要交學費，提供COE給ADELAIDE，這些都需要時間。而體檢半天就OK了，主要包括：胸透、驗尿、五官、視力、內科，不驗血，體檢費600，EMS郵寄費230
過了漫長的3個月，終於等到了PVA（請看所附的圖片），估計時間，正簽下來時已經過了開學時間，我分別EMAIL給學校和簽證官，明確了必須按時到校和簽證不可能在開學前拿到，就開始EMAIL給學校申請延期到下學期，同意了，從新發OFFER。（不用交新的FULL OFFER給ADELAIDE，我用第壹次的CONDITION OFFER申請的，那時我還沒考雅思，上面有語言的CONDITION，現在已經讓英國教育處寄雅思成績到學校，所以收到的是FULL OFFER）。同時EMAIL給簽證官，申請PVA延期，隔3天收到回復，同意延期，回信的部分內容如下：
I am writing to you about your application to study in Australia. This letter is to acknowledge that you have requested a time extension to submit all outstanding documents for your student visa application.
You have been granted a further 28 Days in addition to the 49 days initially provided. You are now required to submit all outstanding documentation by:
Due Date: ************
Please provide this information to our office as soon as possible. If we do not receive these documents by the date given above, your application may be refused.
"If you cannot provide this information within the new prescribed time frame, you should contact this office immediately and explain why you are unable to do so. You may request a further extension of time if necessary and consideration will be given to your request."
PVA上註明了需要補充的資料是：體檢表和COE。趕緊去體檢、購匯、交學費（購匯的內容請看下個帖子）。
學校收到學費後，很快EMAIL給我，說收到了學費，附上COE副本，如果資料有錯誤的就告訴他們更正。（過幾天就收到COE正本、收據和壹些有關入學須知的資料，自己留著就可以了）。COE往哪裏交？因為COE的開頭有這麽壹段話：
To apply for a student visa to study in Australia, please apply to the following Australian Department of Immigration and Multicultural and Indigenous Affaifs (DIMIA) office, with this form and other supporting documents:

答案是交ADELAIDE。把COE作為附件EMAIL給ADELAIDE，過兩天對方回復說已經收到我的COE，並且已經附在我的資料中了。然後，等了1個月左右，就收到準簽信（請看所附的圖片）。如果時間充裕，寄準簽信和護照到上海領事館簽證處貼簽，否則自己去貼，上午去，當天OK。（註意：貼簽後使館用的是普通掛號信寄護照回來，我壹直很擔心，怕中途遺失了，直到收到護照才松了壹口氣）。簽證處的地址如下：

此簽證是多次往返的，妳可以在有效期內多次往返中國－澳洲。
從申請學校到簽證全程記錄之四：購匯與交學費
4.1購匯時要提供的資料（中行要求）：
兌換第壹學年的學費和生活費（需本人親自辦理）：
1、居民出境售匯單（購匯時在櫃臺填寫，請看所附的圖片）
2、國（境）外正規大學的正式錄取通知書及翻譯件
3、國（境）外校方出具的留學費用通知單及翻譯件
4、護照及已辦妥前往留學目的地的有效入境簽證或預簽證
5、本人戶籍證明、身份證
（其中2、3、4、5項需同時提供復印件）
4.2 購匯金額的規定
以前是每人每年購匯額在2萬美元以下的，直接在銀行櫃臺辦理；2萬美元以上的，要到外管局申請。最新消息是額度放寬了，學費按實際購匯，生活費用在2萬美元以下的，直接在銀行櫃臺辦理；2萬美元以上的，要到外管局申請。
4.3 相關說明
我在購匯時提供的翻譯件時自己翻譯的，也不用到翻譯公司蓋章，就OK了。
購匯時如果沒有正式簽證，要交保證金。將所購外匯折成美金，按1美金交2元人民幣保證金。就是在中行開個活期存折，將要求金額的人民幣存進去，然後銀行將存折凍結。在妳獲得正式簽證後，拿護照及復印件、凍結時銀行開的單子、存折到購匯時的櫃臺，幫妳解凍後就可以取錢出來了。
按當天匯率購匯，購匯時收取0.1%的手續費，最低50元人民幣。
將學校資料中有關生活費用說明的那段復印並翻譯就可以作為憑證購匯。
我不明白為什麽很多人通過黃牛、中介換匯，而不是自己直接去銀行換匯。其實，在購匯限額內，帶齊資料，到銀行櫃臺填表、交人民幣，很方便也很快的。
4.4 交學費
我用TT（電匯）交的，好處是方便快捷，3工作日左右對方收到，費用是150元電報費。
用票匯也可以，缺點是要自己將匯票交到學校，快遞費也超過150元，如果半路快件遺失了，那麻煩就大了。這筆錢要過半年還是壹年（具體時間忘記了）才能取出來，還要重新找黃牛換匯。
4.5 生活費
取2000左右現金，其余的開張匯票，收款人寫自己的名字和護照號碼，到澳洲後再到銀行解匯，銀行的職員說不壹定到中行，其他銀行也可以。如果所開的匯票金額大於5000美金，也要交150元電報費。
